My water has suddenly got scalding hot, too hot to shower. Could it be the thermostat and how would i check?

Had a shower this morning only to find that the water was scalding hot however much i added cold. Also noticed last time i put central heating on that the radiators were too hot to touch. Could this be the thermostat and is there a way i could check this? thank you.
